Hancock Bank Opens; Receivership Ends HAGERSTOWN, Md., Feb. 16. The Hancock Bank, of Hancock, the first of five banks closed in the county since last fall, reopened yesterday with C. H Locher as president. The bank is the seventh of 14 closed in Mary. land to reopen. Judge Frank G. Wagaman signed an order dismissing receivership proceedings.
