For Walton's Daily Journal. Messes. Waltons: I observed, in the report of the Bank Commissioners, that no notice is taken of one circumstance, which I think should have been stated. The Bank of Bellows Falls, by their report, has a larger surplus, or apparent profit, than any other bank. It arose from the circumstance that no dividend to the stock holders has been made since the suspension of specie payment—the directors having determined to make no dividends on the stock, until specie payment is resumed, while all the other banks are believed to have made their usual dividends.
