An Appointment. LANSING, Feb. 20.-Gov. Rich has appointed Theron F. Giddings, of Kalamazoo, commissioner of insurance. Mr. Giddings for ten years was clerk of Kalamazoo county, and is now receiver for the First national bank of Marshall. His term of office is two years and will begin July 1.
