GARNER'S FIRST VOTE FUTILE. Ballot Is Cast on Losing Side by the House Speaker (By Associated Press.) WASHINGTON, March 4.-Speaker Garner today voted for the first time this congress-and on the losing side The house was in committee of the whole, considering the treasury-postoffice department appropriation bill. Representative LaGuardia of New York moved strike out section that would prevent pay increases during the next fiscal year for employees those departments. When standing vote showed LaGuardia's motion about to carry, Chairman Byrns demanded teller ballot. Garner was among the sixtyfive who the center aisle vote against the LaGuardia motion. There scattering of applause and members slapped the speaker the back. The Yorker's amendment, however, mustered 74 votes and the pay increase prohibition was stricken out. A Humboldt Bank Is Closed. TOPEKA, March 4.-The Citizens State Bank of Humboldt, was closed today order of the board of directors. There has been run on the bank for long period, cording by the state banking department.
