BLISS LOSES RECEIVERSHIPS OF FOUR BANKS Judge Orders Transfer to Secretary Luikhart TURNS DOWN STATE PRO-RATA PROPOSAL District Judge Fred W. Messapproved the transfer the of the four failed state banks in the Eighteenth judicial district from Clarence Bliss H. New Bank Receiver E. H. Luikhart has been appointed receiver of the Hinds State bank, succeeding Clarence G. Bliss. Mr. Luikhart is secretary of the department of trade and commerce. He was also appointed receiver of the Endicott State bank, the Farmers State bank of Wymore and the Farmers bank at Adams.
