The sale will take place July 29 in Milwaukee. The sale was ordered after the farm board had deliberated the step more than five years. Under terms of the sale 15.1 is the lowest price the government board will accept from a bidder.

try is to be divided into not less than 8 and not more than 12 districts in each of which a home loan bank will be established to rediscount home mortgages held by banks, building and loan associations, etc. A "home", incidentally, is defined as a dwelling for not more than three families, so apartment house mortgages are not eligible for rediscount. Mortgages made on homes valued at more than $20,000 are not accepted. After the board decides how many districts it will establish, it must then set up the districts and determine where the banks are to be located. All this will take considerable time. Establishment of agricultural credit corporations by the Reconstruction Finance corporation is much nearer accomplishment. The corporation board has been considering this problem for the last week. Under this section of the relief bill, the R. F. C. may establish and subscribe for the stock of $3,000,000 corporations to lend to farmers for crop and livestock production purposes, including raising, breeding, fattening, and marketing livestock. One may be established in each federal land bank district, but if the board does not consider it desirable or necessary, it may refuse to establish one in any district. Wisconsin is located in the St. Paul district. The federal land banks and joint stock land banks have closed 11,268 loans for agricultural purposes in Wisconsin, aggregating $46,809,950, in the time since they were established in 1917 up to June 30, the second quarterly report just made public by the federal farm loan board reveals. This means loans made and paid up. Of these, 10,065, aggregating $40,587,700, were made by the land bank at St. Paul and 1,203, aggregating $6,222,250, were made by joint stock land banks. The Bankers Joint Stock Land bank of Milwaukee, which is in receivership, was foreclosing 25 Wisconsin mortgages of $138,054.04 on June 30. It had 570 loans in Wisconsin, exclusive of those in foreclosure, amounting to $2,147,507.16; 95 notes receivable, amounting to $274,074.53; had sheriffs' certificates, judgments, etc. covering 55 pieces of real estate, totaling 8,882 acres, amounting to $364,135.71; tax certificates numbering 85 and amounting to $9,135.58. It owned outright 111 farms aggregating 15,910 acres, valued at $499,125.91. * * * * Settlement of the major difficulties over governmental economies resulted in averting the threatened discharge of 14 revenue agents at the Milwaukee internal revenue office and 30 deputy zone collectors, internal revenue officials report. Likewise the threatened abolition of the Milwaukee and Duluth customs districts was averted. Only employees retired for age are being dispensed with in the field offices. * * * * Speaking of Duluth and Superior, the rivers and harbors board and the United States shipping board recently issued their book on this important port, revealing that New York is the only port in the United States which handles more tonnage than the Duluth-Superior harbor. Even New York may be outstripped if the St. Lawrence seaway is built. Of course, the commerce at Superior is heavy, low-value commodities, and thus is not valued as high as that at some other ports. It is chiefly coal, iron, grain. The commerce amounts to more than 49,000,000 tons a year, iron amounting to 33,500,000 tons, coal to 10,500,000 tons. Of the port, the engineer board says: "The unusually favorable position of the port, its natural landlocked harbor, the extensive tributary region to the northwest—rich in natural resources and in the products of agriculture, the ample rail connections, and the enterprise shown in the provision of specialized types of docks for handling ore, coal, and grain, facilities which are probably not surpassed by those at any other port in the United States, have aided in the development of the port to its present prominent position." * * * * Lt. Col. Thomas Dobbins of Kenosha, medical corps reserves, will go to Carlisle Barracks, Pa., about Aug. 31 to take the field officers' course of instruction. He will return home about Oct. 16. Wisconsin men who have recently been promoted or appointed in the army reserves include: Lt. Col. Alexander Ernest Frederick, Sparta, military intelligence; Capt. Harold Otto Pinther, Madison, field artillery. First Lieutenants Ralph Clifford, Halbman, Merrimac; Ross Franklin Freman, Fort Atkinson; Truman Clifton Ryker, Madison; Rolland Antone Kuckuk, Shawano, and Frank Leonidas Hickisch, La Crosse, all in the infantry; George Everett Tinkham, Baraboo, dental reserves; Samuel Lowell Henke, Eau Claire, medical reserves. Second Lieutenants Clark Woodstock, Janesville, ordnance; Edwin Henry Borneman, Bloomer; William Lester Hiller, Baraboo, and Peter Mathias, all in the infantry; Victor George Geisel, Wausau, quartermaster reserves. * * * * Representative William H. Stafford never lets anybody in congress cast aspersions on his city of Milwaukee. When the house of representatives was considering a measure to ban carrying and possessing dangerous weapons, Stafford offered an amendment to include "sawed-off shotguns" among the weapons the possession of which is
