The Bellec Bank Failure. SAN FRANCISCO, March 17. - About 200 of the creditors of Belloc & Co., the bankers, who assigned a few weeks ago, held a meeting today, at which a diepatch from Hypolite Belloc, head of the banking firm, was read, wherein he promised to pay any compromise settle ment they might agree to inside of a year. Charles Mayne, the largest creditor of the bank, guaranteed the depositors 60 cents on the dollar on the pledge of Belloc that the business of the bank would be settled within a vear. Some of the creditors, however, opposed the motion to appoint another assignee or receiver, and a committee, including the Sheriff, was appointed to inquire into the affairs of the bank.
