Adjourned Meeting of County Board The Board of County Commission TS of Freeborn County met at the of of the County Auditor in the City Albert Lea on Tuesday, the 1st day March, 1927 at 10 o'clock a. m., with 11 members present. A motion was made by CommissionMcKeown, by CommisGoner Bridly and duly carried that the applications for reduction of assessment or refundment of taxes approved and recommended to the Minnesota Tax Commission for Fred Diekema, P. Prop., Geneva Mrs. Chas. Gillard, R. Estate, FreeJohn B. Schad, R. Estate, Geneva village. Motion was made by Commissioner Hellie, by Commissioner Stensrud and duly carried that the tition of Johnson, et al for the establishment of road in Section 12102-20 be rejected. The vote being taken as Hellie, Wangen, Stensrud (yes), and Commissioners Bridly and McKeown, (no) Commissioner Stensrud offered the resolution: WHEREAS, the Citizens National ank of Albert Lea, Minnesota closed February 15, 1927, and Freeborn County had on deposit with said bank that day the sum of $12,075.04, said eposit being in the name of Freeborn ounty and WHEREAS, default has been made in the payment of said deposit although demand has been duly made therefor, WHEREAS, said deposit was protected and secured by U. S. Liberty Bonds aggregating the principal amount of $15,000.00 which are in he custody of the First National Bank of Minneapolis, RESOLVED: That said First Na tional Bank of Minneapolis, Minnebe directed either to turn over liberty bonds to the Treasurer of county or to sell said bonds at the present market thereof and pay to the Treasurer of Freebron County the said sum of and deliver the remainder of said proceeds the Receiver of said Citizens National Bank of Albert Lea, Minnesota. Resolution was adopted. Commissioner Wangen offered the ollowing resolution: WHEREAS, the Citizens State Bank of Glenville, Minnesota closed 16, 1927 and Freeborn County had on deposit with said bank that the sum of and WHEREAS, default has been made payment of said deposit although demand has been duly made and WHEREAS, said deposit was protected and secured by depository bond executed by said bank principal and H. Houg, A. M. Field, E. Thune, P. and Swenson as sureties, said bond being in full force and effect. RESOLVED: That the Treasurer and County Attorney of this county be and they are hereby instructed to take whatever action necessary to recover from said bank and said sureties the said sum of $5,008.33. Resolution was adopted. Commissioner Bridly offered the following resolution Resolved: That the proposed plats of Section and SE1/4 NE% See. all in township 103-19 certified by Harold Engstrom, registered and professional engineer and surveyor of the Albert Lea Farms Co. under date January 20, 1927, and dedicated by he owners of the property described said plats which plats together with in abstract and of title of said premises having been presented the Board of County Commissionfor approval be and the same are hereby accepted. Resolution adopted. Commissioner Bridly offered the following resolution: Resolved: That Eleanor W. Mumford, Registered Nurse, employed the whole time public health nurse of Freeborn County for months commencing the first day of February, 1927 at $165.00 per month and such actual and necessary expenses permitted by Chap. 138 of the General of Such Public Health Nurse shall work under the general direction of the Red Cross Executive Commit- of tee of Freeborn County and the County Auditor hereby directed to draw warrants favor said Eleanor W Mumford, in accordance with this resolution. Resolution was adopted. Commissioner Wangen offered the following resolution: WHEREAS: Citizens National Bank of Albert Lea was designated as the place of payment of the interest and principal due on the Trunk Highway Reimbursement Bonds issued under date of Sept. 15, 1925 and said bank has suspended, Resolved: That the Northside State Bank of Albert Lea, Minn., be and S hereby designated as the place of payment of said interest and principal from this date and the previous designation be and it is hereby Resolution was adopted. Pursuant to due call and notice thereof regular meeting of the Board of County of Freeborn County, Minnesota, was duly held at Albert Lea said County on the 1st day of March, 1927, at m. Stensrud, and the following were absent: Commissioner McKeown introduced the following resolution and moved its adoption: WHEREAS proceedings have been duly taken and had for the and construction of that certain public ditch known as Judicial Ditch No. Freeborn as County, Minnesota, and has been definitely determined that the expense incurred and to be incurred in constructing said ditch in said county vill be in excess of the sum of $22,500, nd there are no funds in the treasury said county applicable to the payof such expenses, NOW THEREFORE, BE IT REOLVED by the County Board Freeborn County, Minnesota, that the negotiable coupon bonds of said counshall issued on account of the construction of said ditch in the aggregate of $22,500, said bonds to in number and numbered from to 23, both inclusive, each to be in the denomination of $1,000 except bond No. 23 which shall be in Lea, the of $500, all of which said bonds to be dated April 1927, to bear interest at a rate to be specified by the bidder therefor, not 41/2% per annum, which shall be on the 1st days of October and April of each year in accordance with and upon and of appropriate interest coupons to be attached to said bonds, which bonds shall serially on April in the years and amounts as follows: $1,000 in each of the years 1933. 1935, 1937, 1939, 1941, 1943, and 1945; $2,000 in each of the years 1934, 1936, 1938. 1940, 1942, 1944, and 1946; and $1,500 in the year 1947 BE IT FURTHER RESOLVED that of said bonds shall be signed by the Chairman of the County Board Freeborn County, and by the County Auditor, and each said bonds shall be sealed with the corporate seal of the county and recorded by the County Auditor, and the coupons to be attached to said bonds shall be executed and authenticated by the facsimile signatures said Chairman and Auditor, and that said bonds and coupons be in substantially following form, which form is hereby approved and adopted, to-wit: UNITED STATES OF AMERICA State of Minnesota County of Freeborn PUBLIC DRAINAGE DITCH BOND KNOW ALL MEN BY THESE PRESENTS that the County of Freeborn in the State of Minnesota, acknowledges itself indebted, and for value received hereby to pay to bearer in lawful money of the United States of America on the 1st day of April, 19 with from the date hereof until paid at the rate of per cent annum, payable on the 1st days of April and October in each year, in with and upon and of the attached interest as they sev. erally due Both principal and interest of this bond are payable at the city of and for the punctual payment of the and interest this bond the same respectively become due the full faith, credit and resources of said County of Freeborn are hereby irrevocably pledged This bond is issued by said County of Freeborn for the purpose of defraying, and is for an amount necessary defray in part, the expense incurred and to be incurred locating, constructing and establishing certain public drainage ditch known as Judicial Ditch No. 12 of Freeborn County, Minnesota, the whole of which ditch is situated within said County, and is issued by authority of and in strict compliance with the provisions Chapter Session Laws of the State of Minnesota for the year 1925, and acts supplementary thereto, and to resolution of the County Board of said County duly passed, adopted and IT IS HEREBY CERTIFIED AND RECITED that all acts, conditions and things required by the constitution and laws of the State of Minnesota to be performed, to happen, and to exist precedent to and in the ance this bond, have been performed, have happened, and existed in regular and due form, time and man ner, as required by law, and that the total of said County of Freeborn, including this bond, does not any statutory limitation, and that the ditch which this bond is issued drainage ditch duly and legally established for public utility and IN TESTIMONY WHEREOF the County by its County Board has bond signed by the Chairman of said Board signed and recorded by the County Auditor. with the seal of said County hereto, and has caused the attached interest coupons to be executed the of said Chairman and Auditor, and this bond to be dated as of the 1st day of April, 1927 OLAF WANGEN. The motion for the adoption of the resolution duly seconded by Commissioner Hellie, and upon vote being taken the following voted in favor thereof: Olaf Wangen, John McKeown, Oluf Hellie, Botolf Bridly, A.
