At the second board the market opened quite buoyant, but closed heavy. Erie income bonds advanced one per cent; Illinois Central bonds 1/4; Chicago and Rhode Island 1/4. Reading Railroad fell off ½ per cent; Harlem 1/2. New York Central Railroad closed at 83½ per cent for the opening. We notice transactions in New Jersey Franklinite scrip at 3 a 3½ per cent. The suspension of the Empire City Bank will cause no loss to billholders or depositors. According to the returns of last week it had a circulation of $102,969, to secure which the Comptroller holds $116,900 of United States and New York fives and sixes. The bills are worth one hundred cents on the dollar. The State Treasurer of Michigan has given notice that he shall sell at private sale or at auction, within twenty days from the 7th inst., so much of the stocks deposited by the Government Stock Bank of Ann Arbor as will be sufficient to redeem the outstandiug circulating notes of said bank. THE CAYUGA and SENECA CANALS, and for the COMPLETION of THE BLACK RIVER and GENESEE VALLEY CANALS, and for the ENLARGEMENT of the LOCKS of THE CHAMPLAIN CANAL The Commissioners of the Canal Fund, by virtue of the act entitled An act te provide for the Enlargement of the Erie, the Oswego, and the Cayuga and Seneca Canala, and for the completion of the Black River and Genesee Valley Canals, and to provide for the payment of certain Canal Revenue Certificates, and for other purposes," passed 15th April, 1854, hereby give notice, that Sealed Proposals will be received at the Canal Department until the 22d day of February next at 12 o'clock noon of that day, for a LOAN of ONE MILLION OF DOLLARS, for which transferable certificates of Stock will be issued in the nan e of the people of the State of New-York, bearing interest at the rate of six per cent. per annum, payable quarterly on the first day of January, April July and October in each year, and the principal reimbursable on the 1st day of Janmary, 1873. It is to be understood that the Commissionersare to be at liberty to take a less sum, if the offers are not such as in their opinion are advantageous to the interests of the State. The proposals may be for the whole or any part of said Loan not less than $5,000. All proposals to be sealed up and indorsed, Loan for the Enlargement, &c and inclosed in an envelope, directed to the Auditor of the Canal Department, at Albany. The money will be required to be paid ten per cent. on the acceptance of the bid, and the balance on the let day of March next, at which time interest will commence on the Loan, but the money will be received and scrip issued at any time before the 1st of March, if desired, after the award of the loan is made. Payments to be made by depositing the same to the credit of the Treasurer of the State on account of the Canal Fund," in the Bank of the Manhattan Company New-York, or in the New York State Bank in the City of Albany.
