Articles (both dated 1931-10-02) report the Bank of Ocean City closed its doors pending arrival/action of State bank examiners. They explicitly state there was no run. The piece gives no information about a reopening; I therefore classify as suspension leading to closure (suspension_closure) while noting the permanent status is not confirmed in these articles.
