Aside from his flourishing auto business, Small is proudest of the little Clinton (Md.) Bank, of which he is president. After the 1933 bank holiday, when some institutions didn't reopen and others paid off as little as 2 cents on the dollar, the Clinton Bank resumed business as usual, able to pay every depositor in full. A Republican member of the State Legislature from Prince Georges County in 1930, county commissioner in 1934, Small is running for the House seat to be vacated by Representative Sasscer in the forthcoming State-wide election and is up to his ears in politics. He wasn't going to run, even after listening to the arguments of a delegation that called on him to throw his hat in the ring, until the last man spoke. "You businessmen are always yelling about high taxes and too much Government supervision," this man said, "but none of you is willing to do anything about it. Either run for Congress or stop complaining." Small said he felt obligated to make the race after that. The racing chairman has an easy explanation for his political feelings. "I played center in football and basketball, and center field in baseball-right down the middle. I guess you'd call me a true middle-of-the-road man."
