The Bank having virtually lost its charter by not being able to pay specie -the Government has established a National Bank, to which, after some discussion, the old Bank has incorporated itself, taking 7 shares of $200 each in the National, for every share of $1000 in the old one." Baltimore April 12.-New Orleans papers to the 18th ult. mention that a bill had been introduced in the "legislature of Louisiana, entitled an act giving to Thomas Jefferson, late President of the United States, a striking proof of the consideration and gratitude inspired by the important services rendered by him to his country. The bill proposes to allow a pension to Mr. Jefferson, and to his heirs forever, in a direct descending line.. The Duke of Saxe Weimar, had proceeded for Cincinnati. The Mississippi had risen rapidly within the last few days, and brought down a great quantity of produce, and an ample supply of provisions. The flood was so high, that not an island could be seen between the mouth of the Ohio and that of White river. The Cumberland river had inundated Nashville to such a height, that many of the inhabitants were removed from the upper stories of their houses in boats. It was stated by the last arrival, that the New Orleans revenue cutter was towing in a piratical vessel. This report originated in the following occurrence as related in the New Orleans Mercantile of the 14th:"The schooner Eagle, of New York, loaded at Hayana, some time last month, with goods for inhabitants of Merida and Sisal, the former the capital, and the latter a seaport of Yucatan. The schooner having arrived on the coast, on the 1st of March, was fired on by a Mexican gun boat, called the Tampico. She was then boarded by a lieutenant of the Mexican navy, who declared the Eagle to be a good prize, inasmuch as she had violated the revenue laws the crew prohibiting Spanish ports &c.-Four introduction of the of goods of from the Eagle were taken out, and a Mexican prize master and 11 men put on board, with orders to take her into Campeachy. On the 3d inst. the captain of the Eagle took advantage of the prize master and some of his men being below, to disarm the two centinels on deck and regain possession of his vessel. In doing this, a corporal of the Mexican marines was shot through the thigh. On the 11th inst. the Eagle arrived off the Balize, and all the Mexicans, but the wounded man, were put on board of the Louisiana revenue cutter."
