He therefore moved to lay the subject on the table, in the hope that it would be allowed to sleep there for the remainder of the session. Mr. Tufts of Dudley, was opposed to laying on the table. Complaints are constantly making about this perpetual tampering with the Constitution, in proposing schemes of amendment. Now the plan before the House was for the exprese purpose of providing that such schemes should only be proposed at stated intervals. The motion for laying on the table did not prevail. Mr. Buckingham moved to amend the amendment so as to entirely abolish the ninth article. The motion was negatived by a small majority. After some further discussion, the amendment was laid on the table, to be taken up again morrow. SATURDAY, Feb. 18. SENATE. The petition of the President, &c., of Williams College was referred to the next General Court. Petition presented-Of the Stockholders of the Mendon Bank for further provision to en. able them to close their business, by Mr. Hastings of Worcester. On motion of Mr. A. H. Everett, ordered, that the committee on the Judiciary be instruct. ed to inquire into the expediency of abolishing imprisonment on all debts less than fifty dollars. HOUSE. Petition presented-Of Nathan Hale and others, directors of the Boston and Worcester Rail Road Co for an act to enable them to lay out and construct a Raii Road from Woreester to the western boundary of the State. The Speaker appointed the following gentlemen to compose the committee on the order of Mr. Shaw of Lanesboro', respecting the pay of Representatives, &c.: Messrs. Shaw, Wells of Boston, Bagley of Amesbury, Newhall of Lynn, Abbot of Woburn, Thurston of Lancaster. Nathaniel Sils. bee, transmitting a map of the northern part of the State of Maine, and the adjacent British province, shewing the boundary line as claimed by the United States, as claimed by Great Brit ain. and as designated by the arbiter. Bill for amending the 3d article of the Bill of Rights, was specially assigned for Friday next. HOUSE. Bill from the Senate concerning imprisonment on mesne process in cases of civil actions, was read, and referred to special committee on so much of the Governor's Message as relates to that subject. On motion of Mr. Forward of Belchertown, Ordered, That Messrs. Forward of Belchertown, Motley of Boston, Peabody of Boxford, Guild of Lowell, Skinner of Brookfield, Holcomb of Southwick, Billings of Conway, Chaffee of Becket, Cushing of Dorchester, Borden of Troy, Jenkins of Situate, Holbrook of Welfleet, Mayhew of Chilmark, and Folger of Nan. tucket, being one member from each county, be a committee to take into consideration the expediency of removing the seat of government to the town of Worcester or some other central part of the Commonwealth. Bill from the Senate to incorporate the town of Webster was read a first time. [This proposed town is located in the County of Worcester being a part of the towns now comprising Dudley and Oxford (South Gore.)] On motion of Mr. Thurber of Mendon, the Secretary of the Commonwealth was directed to furnish the House with a copy of the prof ceedings and report of the Commissioners appointed by the Province of Massachusetts and the colony of Rhode Island, in the year of our Lord 1718, to settle the boundary line between the said Province and Colony ; and the proceedings of all subsequent commissioners appointed by the authority of the two governments for the same purpose to the present time.
