Abstract of the Report of the Warden of the Ohio Penitentiary. The entire force of the prison has been kept employed throughout the year. The financial condition of the prison will compare favorably with the reports of former years. There is no public Institution in the State so poorly provided for in its business department, as the Penitentiary. Additional accommodations in the office and public reception room are an urgent necessity. A new mill and store house are much needed, also a laundry and bath room. There are twenty four insane convicts, and humanity demands that a more comfortable apartment be fitted up for them. The male convicts have more than doubled their number within the last ten years, while the female inmates of the prison have only increased one fourth. TREASURER OF STATE. Abstract of the Report of the Treasurer of State. The total receipts since the last report have been, $4,031,147 55. The disbursements, amount to $3,959,071 48. Total balance of all funds, November, 15, 1860, $72,076 07. Under the act of the last legislature, "to enable the Canal Bank of Cleveland, to close its affairs," the Receiver was instructed to sell at public auction, all the remaining assets in his hands, after due advertisment, which he proceeded to do, and has paid over the funds and was duly discharged. The amount is sufficient to pay the entire amount of the circulation which was presented for redemption, and twenty per cent. to general creditors. Upon the City Bank of Cincinnati the Treasurer is now paying an additional dividend of 19ยฝ per cent. on the circulation, making 87ยฝ per cent., leaving a balance of 12ยฝ per cent. still unpaid. Should the suits now pending in Cincinnati be decided in favor of the Bank, the land in controversy will sell for sufficient to redeem the circulation in full. The suits against the stockholders of the Seneca County Bank are progressing. There is no doubt of their liability for the unredeemed circulation, and if they are responsible, the circulation will eventually be redeemed in full.
