BANK RECEIVER IS DISMISSED; APPOINT WERNER LEO A. WERNER Dismissed today as deputy receiver in charge of the liquidation of the Mechanics, Commercial and Security Trust Companies, three of Harrisburg's five closed banks, Frank M. Balsbaugh, 367 South Eighteenth street, is to be succeeded in the $5500 a year post by Leo A. Werner, of 2313 North Fifth street. STOCK MARKET DRIFTS LOWER By United Press NEW YORK, March 26.—Stocks drifted irregularly lower today as the spotlight of interest swung to the rubber futures trading of Commodity Exchange, Inc., where prices soared more than 100 points and to silver quotations which approached the level being paid by the Government for newly mined silver.
