CHARLESTON BANK LIKELY TO REOPEN AFTER U.S. SURVEY Charleston- Possibility that the National Trust bank may be allowed to resume business on a non restricted basis is seen in the promise of federal authorities that gov ernment representatives will be sent to Charleston next week to consider the local situation. This promise was made to Bruce Rardin, conservator of the bank, and F. W. Claar, cashier. The Charleston bank has been opcrating on a restricted basis since the federal banking holiday. None of the deposits made before the bank was closed have been released, and as this is the only bank in Charleston, business has suffered considerably. Mr. Rardin stated that definite plans for the bank probably would be announced some time next week.
