BANK OPENS CONSERVATORS North St. Louis Trust Co. Given Federal Permit to Resume Operations. One more St. Louis bank opened today under federal license, making twenty-one in all now carrying normal business. Four other institutions are in charge of conservators, appointed last night by the comptroller of the currency, under the provisions of the emergency banking law recently passed by congress.
