WASHINGTON NOTES. WASHINGTON, Monday, July 9, 1883. APPOINTED POSTMASTER.-The President to-day aprointed Charles K. Coutant postmaster at Omaha, Neb., vice Thomas F. Hall, suspended for inefficiency. CONTRACTS AWARDED.-Tue contract for screen and hand rail for the Post Office at Albany, N. Y., has been awarded to Tuomas Stevens at bis bid of $4,295, and the contract for furring and lathing at the Custom House, Cincipuati, to Hough, Ketcham & Co. at their bid of $22,000. NEW NATIONAL BANKS.-The Acting Controller of the Treasury has authorized the following banks to Begin business: The Owego National Bank, of Owego, N. Y., capital $50,000; the National Bank of El Pase. III, capitsl $50,000, and the First National Bank of Greenville, Tex, capital $50,000. DECISION IN A PATENT CASE.--In the patent case of Wilmington against Barr, involving the question of priority of invention for a car-wheel chill, the Secretary of the Interior to-day decided in favor of Winnington, thereby dismissing Barr's appeal from the decision of the Commissioner of Patents.

DEPARTMENT DOTS. The national bank notos received for redemption yesterday amount to $311,000. The receipts from internal revenue yesterday were $723,583, and from customs $844,242. The President yesterday appointed Charles K. Contarel postmaster at Omaha, Neb., vice Thomas L. Hall, suspended or inefficiency. The issue of standard silver dollars from the mints for the week ended July 7 was $283,500. The issue for the corresponding period of last year was $331,423. Mr. Walter Evans, commissioner of internal revenue, who has been spending a few days in New York city, has returned to this city. Deputy Commissioner Rogers has gone to Niantic, Conn., for a few weeks. The acting comptroller of the currency has authorized the following banks to begin business: The Owego National bank, of Owego, N. ยฅ., capital $50,000; the National bank of El Paso, III., capital $50,000; and the First National bank of Greenville, Texas, capital $50,000.

Oklahoma Banks Close for Week. Oklahoma City, Okla., Oct. 28.-Acting Governor Filson today issued a proclamation closing the banks of the territory for one week, on demand of the bankers. This action was taken because the banks at Kansas City and St. Louis refused to forward cash to the banks of the southwest. Concerted Action Taken. It is said that a consultation of the bankers of Oklahoma, Indian territory, Arkansas and northern Texas by means of the telephone took place during the early hours today, and all have taken similar action. The closing is for the purpose of protecting the banks in case of a run.
