The Atlanta City Counsel has refused to concur to the proposition to submit the Biggers case to a vote of the people on the ground that they would establish a bad procedent by so doing. It will be remembered W. R. Biggers was City Clerk, and that he had about $35,000 of the city's money in the Citizens Bank when that institution suspended payment. The city brought suit against Mr. Biggers' bondamen to recover the amount of the deposit, and that suit is now pending in the Superior Court.
