CHARGE ALLEGES POLITICS FIXED BANK RECEIVER Rep. Catts and Amos Named in East Coast Petition WEST PALM BEACH, June 25.charge that Representative Sidney J. Catts, Jr., of this district, had made political "deal" with State Comptroller Ernest Amos for the appointment of C. W. Bethel as receiver for the closed Ocean City Bank of Delray was made today in petition opposing the appointment filed by Halstead L. Ritter, representing certain depositors of the bank.. Appointment Opposed The petition was filed at a confirmation hearing before Circuit Judge C. E. Chillingworth this morning Representing, according to Attorney Ritter. about 70 percent of the bank's depositors, the petition opposed Bethel's appointment on the grounds that he did not have experience in banking matters: that the appointment was not made for the best interests of the depositors: that the appointment was made as result of political deal between the comptroller and Representative Catts: that the appointment would place Bethel under obligation to Representative Catts which would not be for the best interests of the depositors: that the comptroller and Catts had refused to take steps to withdraw the appointment of Bethel as requested by a committee of depositors. A motion to strike the petition from the records was filed by attorneys representing Amos. Judge Chillingworth took the motion under advisement. Catts Denies Charge Representative Catts, who has no legal status in the case, denied that the appointment of Bethel was made as the result of any political deal. He admitted that he recommended Bethel for the position just as he might have recommended the appointment of game warden or other appointive officer and declared that the appointment would place no one under obligations. One of the reasons he did not withdraw his recommendation for Bethel's appointment, he said, was because his opponents wanted Ben F. Sundy appointed to the place, and he opposed Sundy because he was cashier of the bank when it closed. Catts is the son of Florida's wartime governor.

AMOS DENIES 'DEAL' FOR BANK RECEIVER Says No Politics Entered in Bethel Appointment TALLAHASSEE, June No "political agreement' of any kind was ever made with Representative Sidney J. Catts, Jr., of West Palm Beach, for the appointment of C. W. Bethel of that city as receiver for the closed Ocean City Bank of Delray, Comptroller Amos stated today. Halstead L. Ritter, who claimed to represent certain depositors of the bank, in a petition filed in circuit court at West Palm Beach, opposing the appointment of Bethel as receiver of the defunct bank, charged that the comptroller had entered into "political agreement" with Mr. Catts to name Mr. Bethel receiver. "Mr. Catts came to me several times during the legislature session to urge that Mr. Bethel be appointed," Mr. Amos said. "I finally conducted an investigation of the record of Mr. Bethel and just before the legislature adjourned, named him receiver. No one else has ever applied for the place, until after the appointment had been made, and I considered Mr. Bethel perfectly fitted for the post." France is this year celebrating the centenary of Romanticism and manuscripts and personal relics of famous authors are on exhibition.
