First Woman Bank Receiver Is Named RICHMOND June The first woman bank receiver in the history of the present state banking division is Mrs. Lelia O. Hoy, Keysville attorney who with R S Chamberlayne has been named to take the affairs of the planters bank of Keysville, the division announced today. The corporation commission directed the banking division to apply for a receivership last week. and Mrs. Hoy and Mr. Chamberlayne were named.
