FROM WASHINGTON. Items of Interest From the National Capital. By Telegraph to the State Chronicle. WASHINGTON, August - West Point, Va., is declared a sub-point of entry un der Richmond, Va. Secretary Elkins returned from West Virginia to-day and was at his desk in the war department. He will leave for his home in West Virginia next week to spend the next six weeks. The comptroller of the currency has declared a first dividend of 30 per cent. in favor of the creditors of the Bell county national bank of Temple, Texas, on claims amounting to $22,714.64. All the arrangements for the international monetary conference, authorized by the sundry civil bill, have been completed by the President and the State department. The names of five commissioners of the United States will be anounced next week. The treasury department to day began preparations for coining the five million Columbian half dollars authorized by the World's Fair bill. The designs of the coins have already been selected. The reverse will show the main building of the exposition and the obverse the head of Columbus. The U. S. S. Kearsarge, now at New York, has been ordered to Honduras and will probably sail Monday. Some time ago she was given similar orders but they were suspended. At that time a revolution was reported in progress in Honduras and it was thought prudent to have a United States man-of-war near at band. Pursuant to the resolution passed in the House last night Speaker Crisp to day appointed representatives Pearson, Martin, Wilsan, Flick and Waugh a sub committee of the committees on pensions and invalid pensions to codify the pension laws. The committee will sit during the recess of Congress.
