States commissioner for that district. His appointment followed the resignation of F. M. Goodwin, who has been commissioner of that district for several years. Edmunds county is fighting the grasshopper. A. L. Ford, extension specialist in insect and rodent control at State college, spent three days in the country around Ipswich. Several inspection trips were made to determine whether grasshopper eggs had survived the winter. Work has been practically completed on the $170,000 medical clinic erected by a number of Sioux Falls physicians and they are preparing to move in this week. It is expected to have a formal opening in the near future. The clinic is a structure three stories high and is well supplied with modern equipment, and facilities. The Bon Homme County Bank of Scotland, has closed its doors following the disappearance of its president, H. Henry Wenzlaff and a week's run, during which time more than $100,000 in deposits were withdrawn. State bank examiners are in charge. The bank was one of the oldest in the state with deposits of $600,000. It is impossible to ascertain what condition the bank is in. State examiners have not yet completed the work of checking the books. The bank was operating under the state bank guaranty law, so that the depositors are protected against loss, Carl Walters, a well known farmer of the Scotland territory, died Saturday from injuries received in a fall from a haystock. Himself and daughter were engaged in stacking hay when he lost his balance and fell, striking the ground on his head. His neck was displaced, and although conscious all the time, he was paralyzed from the neck down. He was rushed to a hospital where he died 48 hours later. He is survived by a widow and five childrenfi the oldest child being 13 and the youngest a babe of three weeks. After a brief illness, Mrs. J. H. Kyle, widow of the late United States Senator J. H. Kyle, of South Dakota, passed away at her home at Aberdeen at the age of 63 years. Senator Kyle died twenty years ago. Loss estimated at $100,000 was caused by a terrific wind which leveled barns and outbuildings, crops and broke windows in Conde and Lily last week. The greatest loss is that of the new Lutheran church near Lily, which was blown away, only the foundation remaining. Many head of livestock were killed by lightning. The farmers living northwest of Elk Point have formed an organization to protect themselves against what appears to be a regularly organized band of thieves, who raid farms at night and carry away hogs, chickens, auto tires and other property. In the aggregate the losses of the farmers have been heavy, and they now propose to put a stop to the stealing. The state engineer is looking OV. a proposed million dollar drainage project for Sanborn county. That county is largely swamp this year on account of lack of drainage, and the plan proposed covers a large nart of the coun.

BRIEF GENERAL NEWS More than 21,000,000 bushels of the 1919 wheat crop are being held by Kansas farmers. President Wilson does not now plan to spend any part of the summer away from Washington. Greek troops have occupied the important Turkish city of Broussa, 50 miles south of Constantinople. The Bonhomme county bank of Scotland, S. D., closed its doors following the disappearance of its president, H. Henry Wenzlaff, and a week's run. The senate committee investigating campaign expenditures ended its hearing at St. Louis and the committee members have returned to Washing ton. Senator Harding has announced that if he is elected president, the vice president will be invited to participate as an ex-officio member at all cabinet meetings. Honorable Arthur Meighan, minister of the interior in the unionist government, has been sworn in as premier of Canada. He succeeds Sir Robert Borden, retired. Complete unofficial returns of the North Dakota republican primary election give Lynn J. Frazier, non-partisan, 59,466 for governor, and William Langer, independent, 54,172.

TELLS ROUTINE BANK FAILURES BANKING DEPARTMENT STATES HOW GUARANTY FUND IS APPLIED. Pierre, Aug. 12.-State Bank Examiner John Hirning gives out a statement in regard to procedure under the state banking law in paying depositors of banks which fail. He makes this statement to correct misleading articles which have been published in relation to the Bon Homme county bank, now in the hands of the department. "My attention has been called to certain newspaper dispatches appearing in Minneapolis and other papers, under Sioux Falls headline, relating to the suspension of the Bon Homme county bank, of Scotland, and it is evident from such dispatches that the writers are not familiar with the operation of the depositors' guaranty fund law in the state of South Dakota. The dispatches seem to give the impression that in case of a failure of a state bank, the depositors will have to wait until the assets of the bank are liquidated, and if after liquidation an insufficient amount is realized to pay the depositors in full, the guaranty fund is then drawn upon to pay the balance. This is not the fact. "When a state bank is closed in South Dakota, the banking department immediately ascertains the total liabilities to depositors, including the drafts afloat. The guaranty fund is drawn upon immediately for the full amount of deposits, together with the amount of drafts outstanding, and the depositors are paid immediately in full, regardless of the condition of the assets. The department then proceeds to liquidate the assets of the bank, and the amount realized therefrom is turned back into the guaranty fund. In the case of the suspension of the Bon Homme county bank of Scotland, checks have been mailed for all claims for deposits or drafts that have been filed and approved with this department to date. "The fact is that on this date more than two-thirds of the deposits have been paid in full, and the others will be paid as soon as the claims are received and verified. "Relative to the statements in these dispatches as to the probable loss, I will say at this time no one is able to predict what the probable loss will be, but it is my judgment that the loss will not be anywhere near as great as is reported in the various dispatches referred to."

Whereas, The Bon Homme County Bank, a banking corporation, of Scotland, South Dakota, is insolvent and has been taken charge of by the Superintendent of Banks of the State of South Dakota, for the purpose of liquidation under the provisions of Article I, Chapter I, Part 18 of Title 6, of the Revised Code of 1919 of the State of South Dakota, Be it Resolved, That all persons claiming to be creditors of the Bon Homme County Bank are hereby called upon and required to make proof of claim of such credit, and file the same with the Superintendent of Banks at his office in Pierre, South Dakota on or before the 10th day of November, 1920. This notice is being published for ten consecutive weeks in the Scotland Citizen-Republican, and the Scotland Journal, weekly newspapers published in Scotland, South Dakota, and a copy of this notice is being mailed to the last known address of all persons whose names appear on the books of said bank as creditors thereof, together with a blank appropriate for making proof of claim and necessary instructions. Also letter setting out a statement of the condition of the bank at the time of suspension, and brief data as provided by the statute relative to the cause of suspension.
