BANK BLAMES ROBBERIES FOR FINANCIAL CONDITION CHICAGO, Dec. 28-The Commercial Savings bank, which failed to reopen its doors after the Christmas holiday, is financially embarrassed in consequence of robberies and holdups which have occurred during the past two years, according to a statement issued by officials of the crippled institution today. Andrew Dressel, president of the bank, cannot be located today and the depositors have taken steps to have the affairs of the bank placed in the hands of a receiver.
