The market has strong tendency decline, and in some cases lower offers have been ac epted to-day than were refused on Saturday. Receivers reactions to sell. The market generally we do not quote leaves, but prices are in favor of the purchaser. We notice sales 2500 New Orleans at 514c. 1300 do. Virginia at 51c. 2000 do. Maryland at 53c. all weight, and delivered 100: bash Northern old at 54c., and 1000 do. Jersey Yellow at 54fc., both meas., for the East. The inquiries for Rye for distilling is still good, and we hear of sales of 1800 busb. here, and some 6000 bush to arrive, at 70c. Barley is rather scarce, and 48c. could be taken, but holders ask an advacce. Oats arrived pretty freely to-day, with a fair demand-6 to 8000 bush. Canal at 27tc. We quote 26 a 28c.-At Sborts to 7c; Ship Stutt's 10 a 11c.-Do supplies. Fredericksburg new Wheat was 65 77; at Richmond, 65 85; Corn 45a50. At Chicago, Wheat SSc., and scaree.Corn HAY-There is a little increase in demand, and prices are upsomewhat. A sale of 800 bundles was made for West ladies 40c. We quote 38 40c. The stock is estimated about 8000 bundles. TALLOW-There is a good demand for export at 8c.We notice sales 20,000 lbs. MONEY MARKET. Monday, Nov. 21-6 P. M. The stock market was heavy to-day, with the excep tion of New York State 6's, which improved All New York stocks are 4 to 6 per cent. higher now than before the late election, just before the dividends, when they bore a much larger accumulation of interest than now. Kentucky 6's fell 1; Mohawk, 1 per cent. This company has recently reduced their fare. They now run from Albany to Schenectady at 25 cents. Harlem fell Saul Alley, Esq., has resigned from the Erie Railroad direction. The last Detroit Advertiser says:- that an injunction from the Court of Chancery has been served on the Oak land County Bank." The Lancaster County Bank, at Lancaster, Pa., has suspended payment. All persons holding the new issue of the Lebanon Bank, Ohio, are required by the receivers to present them before first of January. A writ from the United States District Court for the district of Illinois, for $235,000, at the suit of Mr. John Stickney, of New York, for the use of the Bank of Mis souri and Eastern creditors, was served on the 11th inst, upon the officers of the Banks of Illinois and Shawneetown. The question of adopting some scheme of finance for the Federal Government, has been for years before the public mind; and after having at one time been settled by the adoption of the Sub-Treasury scheme, again became the subject of anxiety and mischievous discussion, on the repeal of that law, before any new system had been pro vided. There is in the community a class of politicians who carry in their train all thet host of speculators and desperate men, who grew up with the paper bubbles of late years, and perished in their explosion. Added to these, are some few business men, who honestly imagine a National Bank to be necessary to the transaction of business. The party thus formed, have been eager for the establishment of some institution, no matter by what name it is called, capable of emitting large amounts of paper money, based on credit, by which the currency and prices may be susceptible of great inflation. The politicians see in this the means of riding into power, during the excitement which its stimulating power would undoubtedly produce. Trusting to fortune, after having arrived at power, to weather the storm which will inevitably overtake it, sooner or later, according to the breadth of its foundation. Based on the credit of the Federal Government, with its resources pledged for the issues, a bubble could be raised, which would last 8 to 10 years, or through two or three Presidential terms. But the more deep-rooted and wide spread the fabr is, the more fatal to country would be soverthrow. It would serve the ends of the politicians, however, and their ambition would meet its reward. The speculators having been taught, from the experience of the past few years, and, being fully inocculated with the gambling fever, inherent in the bank paper sys. tem, hope to retrieve their broken fortunes at the expense of the industrious, during the inflation, promissing themselves, with the gambler's infatuation, that they will realize and retire with what they can get, before the storm overtakes the country. Here is a community of interests that strive actively to perfect the plan, which is to be the instrument of their aggrandizement. The exports 01 Flour and Wheat from Chicago, from 1st January to 8th November, were ernal to 170,006 bbls. The system adopted by the Philadelphia, Southwark and Northern Liberties Banks, in receiving and collecting small notes of the New-Jersey and Delaware Banks for their depositors, has produced a beneficial effect, and these notes now pass quite freely, as in three days they are convertible into cash. Some of the other Banks propose adopting the same system. A bill in Chancery against the State Bank of Illinois, praying for un injunction and the appointment of Receiver has been prepared and was to have been presented by one of the State Directors to Judge Treat. If successful, similar application will be made against the Shaw neetown Bank The rate of discount on the notes of the Miner's Bank of Pottsville has much improved within a few days in Piladel phia. It is now at9a 10 per cent. ASHES-The market is rather firmer for Pots, and about 100 bols have been sold to-day at $5 374. below which we believe there is none 10 be bad. The demand is not large but fair. Pearls are dull, buyers generally offering only $5 75 and sellers being firm 5874. A sale of 50 bbls was made at 5 87t. The bills out day are about 400 bbls, the receipts about75 bbls. COTTON-The business is but moderate to-day, sales reaching about 600 bales. Rates are without change but easy and holders are anxious sell at present prices. We quote fair Upland 71 fair New-Orleans and Alabama 8 a 81. The sales are principally to shippers, FLOTR-The continuance C' the cold weather, and the certainty that the Canalsware now closed beyond chance of any reopening this season, has given Western Flour today an impetus which has placed it at $4 874 a 5 CO, an advance at least of 374c since Saturday. This rise, however has prevented sales to any extent. Before some of the dealers were fairly awake this morning, some sales had been made at 8462 475, but at the close of business there we believe. nothing to be had below $4.871, and very little at that. The quantity afloat is quite small and is held a. $5.00 for all descriptions. Theonly sales at the high rates were able to bear of were 100 bbls of an extra brand and lot of 500 bbls Niagara Mills, branded extra, at $503,012 speculation. There some speciative demand but not the high rates quoted. Small lots Ohio Canal at 52 53 With the exception of one lot, the market remains free of Barley. Rye is firmly held at 70c, but distillers notye bid over 65. A sale of 700 bushels was made in the slip al 64 There is considerable offering. Oats are firm and not plenty at 29 a 30, for Canal. The supplyloi Shorts and Ship Stuffs receives no accessions and we hear of sale, out of store of 1000 busneis of the latter at 143, for shipment, which considerable improvement on last sales.
