Wilmington, Del., March 4.-(P)Delaware, the last of the nation's 48 states not under form of banking restriction, declared bank holiday tonight, e.ective Monday and continuing until further notice." The state, he said, had already set its financial house in order and would be ready to proceed with normal bank business at the expiration of the national holiday. Kraschel telephone Gov. Clyde L.
