FINANCIAL. OFFICE OF THE DAILY APPEAL, MEMPHIS, March 25,1887. There has been no new feature presented in local money matters to-day. Gold ruled steadily at 33 to 331c, at the latter figure one large lot was purchased. Silver is very searce, and is offered only in small amounts. Brokers buy at 25 to 26c. City scrip islower, with small demand. Brokers buy at 72 to 74e, and sell at 75 to 78c. County warrants are dull at 85 to 90c buying. Selling at 92 to 93. Exchange is in active demand, with little offering. It opened at premium selling, but advanced to + before the close. Our banks buy at par to 1/8 premium. The Tennessee National Bank. We alluded to this institution in our Sunday morning's issue, and have been informed to-day that the affairs of the bank will be placed in the hands of a receiver. It is unnecessary to state the causes of this failure, further than having become involved in the maelstrom of our state politics, the strife for spoils between contending factions hastened the natural consequence of a bank's departing from 1 its legitimate business. As we before stated, the loss will not t fall on the depositors of the bank, and it remains to be seen whether those who 1 have been arrogating to themavives not only all the loyalty, but the control and I management of the affairs and interests of our people, were justified in placing 80 large an amount as the SCHOOL FUND I in such a bank without ample security, and whether the securities will be held responsible for whatever losses may accrue. 8 NEW YORK, March -Weekly bank : statement: Loans,$259,450,315-decrease, $3,762 657; specie, 89,143,913-& decrease of $824,809; circulation, 33,519,410-increase, $28,615; legal tenders, $60,904,508 decrease,$1,908,081 deposits, $192,375,t 615-decrease, $55,838,189. During the month of February there were 52,436 claims registered and briefed by the second auditor, at Washington. The number of claims settled was 18,028, embracing $14,993,996 28. BANKRUPT ACT. Washington corI respondent of the Commercial Advertiser says: It is proposed to pass a joint resolution declaring that the bankrupt act shall not take effect until after the first 9 day of December next. This action is urged by many firms, who will otherwise be forced into bankruptcy, and will be unable, under the act, to provide for their confidential creditors. INTERNATIONAL SYSTEM OF COINAGE. A treaty has recently been concluded between France, Belgium, Italy and Switzerland, agreeing upon a uniform system of coinage. The French minister recently communicated a copy of the treaty to our government, and called atf tention to a clause in the treaty which i provided that any other nation may join in the arrangement. Mr. McCulloch, in his reply to the communication, exi presses a hope that the conditions of this monetary union will meet with some modifications, in order to unite the leading nations of the world in onesystem of I international coinage. The New York Times says t " We trust that this subject will continue to command the active Interest of our government, and we trust great changes will not at first be attempted. The two following easily effeeted alterations would be of great value : "1. Let all the gold and silver coined by the agreeing countries be of a specific and unform fineness. It is no great moment whether the standard adopted be that of France, England or America. "g Let the unit in the monetary system of each country be decimal of that in all others joining the scheme. It would be easy to establish an equality between the English sovereign and the American half eagle, as well as the relative equality of the French franc and our dime or dollar-the franc being made equal with two dimes, and twenty-franc piece with four dollars. The effect of such changes as these in simplifying exchanges and accounts, and in regulating financial transactions between the great monetary center and commercial countries of the world, would be very great.'
