Mr. McConnelleffered the regolution below whi was agreed to. In doing so, Mr. McConnell made some explanations fthe object of his resolution. He orged the necessity of the passipe of a special act for the relief of the Merchants and Mechanics Bank of Wheeling, because of some peculiarities of is posit tion which we did nothear withsufficient distinctness to state. Resulted, That the Committee on Banks be directed 10 enquire into the propriety of exenerating the Merchants and Mechanics Bank of Wheeling from the penalties of the law. that may be incurred by the suspension of specie payments, until the first day of March. Thursday. December 12, 1839. Mr. Wilson offered the following resolution, which adopted : Whereas Friday. the 13th of December 1839, has been designated by the various religious denomina tions of this State as a day of Thanksgiving and Prayer. to testify our gratitude to Almighty God for the general health, prosperity and abundant products of the soil, with which the citizens of the Common wealth have been blessed: and whereas general sus. prosign of business has been recommended in this city, with a view to participate in the religious exer. cise of the day Resolved. therefore, by the General Assembly of Virginia, That when they adjourn to -day. they will adjourn to meet at the usual hour on Saturday next. On motion of Mr. Jackson. Resolved. That the Committee of Courts of Justice inquire into the expediency of providing for new revision of the Civil Code of this Commonwealth; also what progress has been made in the revision of the Criminal Laws of this Commonwealth; and if any, what further provision is necessary to be made to complete the same. On motion of Mr. D rman, Resolved. That the Committee for Counts of Justice inquire into the expediency of prohibiting by law the transportation of gunpowder on the various roads of this Commonwealth On motion of Mr. Baker. Resulred. That the Committee of Courts of Justice inquire into the expedit ency of further secaring the collection of the county, corporation and parish levies. A message was received from the Senate. stating its concurrence in the joint resolution for adjourning over to Saturday DEXI. Petitions were presented-By Mr. Robertson, from Hugh W. Fry and others, praying an act to incorporate them as the Exchange Hotel Company -By Mr. Snyder. from Roanoke, praying the lucurporation of the Salem Savings Bank. Norfulk Borough Contested Election. On motion of Mr. Southall, the House resumed the consideration of the report of the Committee of Privileges and Elections. on the memorial of Wm. E. Coeningham, contesting the sea of Joseph T. Allyn. the ring member. The following esolution of the committee was the subject under consider ation. Resolved. That the rejection by the superinten dent of the Norfolk Borough election, held on the 23d day of May last, for a delegate to the present House of Delegates, of electors. for the reason alleged in his own deposition was illegal." That underall the circumstances of this case, this election ought to be vacated and sent back to the people of Norfolk Borough. and that the Speaker of this House issue a writ of election to be held on the day of Mr. May was prepared to sustain the committee in its resolution, deeming the notice sufficient, but he was not prepared to say the election should be seat back to the people. He thought the better plan was to proceed with the committee's resolution. Before coming to any decision, on motion of Mr. Gibson, the House adjourned. -
